When young inventor Bob Moore fails in his efforts to provide his father, a safe manufacturer, with a lock that is burglar proof, he contacts The "Eel," the most talented safecracker in the city, to offer him a job in his factory. The Eel, deciding to go straight, accepts the offer, but when he later learns that Irene Hardin has been given a valuable necklace by her father, The Eel plans one last job to secure Irene's pearls.

Kid Roberts, the champion, thoroughly beats a tough Westerner (from Chickasha, OK) who follows him from city to city, determined to get even. The man taunts the Kid, by insisting that he is afraid to fight without gloves. Finally his wife appears and begs the Kid to refuse to fight her husband because he is neglecting his ranch and family. The Kid's sweetheart and the ranchman's wife do some scheming and succeed in ending the fights, but not until the Kid has beaten his opponent with his bare hands. A baby is left on the Brinbecombes' yacht while they are sailing up the Hudson River, and they adopt him and name him Everett. They are neighbors of Governor Floyd Vandecarm whose twin children, Floyd Jr. and Fledra, were kidnapped in early infancy. Their abductor was Lon Cronk, a man sent to prison by Vandecar when the latter was a district attorney of the county. The twins grow up in Cronk's shack as "Flea" and "Flukey." Despite her rough surroundings Fledra/Flea grows into lovely young womanhood and she and her brother run away from Cronk's cruelty. They reach Tarrytown and peer into the lighted windows of the home of siblings Horace and Anne Shellington. Anne brings the two young vagrants into the house and ultimately adopts them. But Cronk, aided by Everett, wages a long, evil campaign to regain possession of the children.

Henry Egbert Xerxes' big chance as a cub reporter comes when he is assigned to track down a gang of counterfeiters which gathers regularly at the Red Dog Inn. As he leaves the office, Henry witnesses a girl being dragged into a cab -- the same girl he had seen that morning passing counterfeit money. Henry follows, but on overtaking the cab, he finds it empty. At the Red Dog Inn, he discovers that the girl is being held captive. After a series of rough and tumble adventures with the resident thugs, he and the girl escape, after which he rushes home to write up the story. When it fails to appear in print, Henry storms into the city room only to discover that the entire business was a hoax, intended to test his reporter's instincts.

As he is about to speak to the girl, Schumann is stunned to see a young American enter who could be his double. The American is James Walbert, whom Schumann's contact mistakes for the agent. The contact passes to Walbert a photograph of a woman spy, Wanda Bartell, whom the agent is to meet aboard a steamer. Walbert realizes the mistake and determines to protect his country.
